Protecting the Quality of Life in Warren, Pennsylvania
On behalf of the Warren County Coalition for Quality Living, MAELC challenged a plan approval permit granted by the Pennsylvania
Department of Environmental Protection to United Refinery to install a
delayed coker unit despite ongoing emissions violations at the plant.
Given the facility’s history of poor compliance, MAELC argued the
permit should not have been issued without a schedule of compliance
ensuring violations would not recur. The Environmental Hearing Board
approved a settlement reached by the parties in May 2004, which
resulted in strengthened monitoring, testing, and analysis designed to
reduce VOC and particulate emissions. The Center’s efforts are aimed at
ensuring the low and fixed-income community is protected from harmful
air emissions and that the permit meets all applicable legal
requirements.
